The Homeless Management Information System (HMIS) is a shared database designed to provide a collaborative approach to serving people experiencing or at-risk of homelessness and enable ongoing evaluation of the overall homeless services system.
Members of the University of Nebraska-Lincoln (UNL) Center on Children, Families, and the Law Community Services team support all phases of the Homeless Management Information System: helping participating agencies implement the HMIS to support their programs, providing ongoing training and technical assistance, facilitating collaboration through All Doors Lead Home Coordinated Entry, and providing essential data to assess community needs and service gaps and to report aggregate data to the U.S. Department of Housing and Urban Development (HUD) and other funders.
All recipients of HUD funding for homeless services are required to participate in the HMIS for their Continuum of Care, but many non-HUD funded organizations who provide services to people experiencing or at-risk of homelessness have chosen to track their programs and collaborate with others through the Nebraska HMIS. Nebraska Management Information System (NMIS)
The UNL Center on Children, Families, and the Law is the lead agency administering the Homeless Management Information System for the Nebraska Balance of State Continuum of Care and for the Lincoln Continuum of Care (link under Homelessness). The Balance of State and Lincoln Continuums of Care are members, along with Community Action of Nebraska and the THRESHOLD Continuum of Care, in the Nebraska Management Information System, a Nebraska nonprofit which oversees the HMIS infrastructure statewide. NMIS members and participating agencies use Clarity Human Services, a secure, web-based HMIS software solution by Bitfocus, Inc.
